I have found that you can go the project in TFS and set this settings at the project level. So anyone who checks out a file TFS will automatically get latest.

Team -> Team Project Settings -> Source Control

Check the "Enable get latest on check-out"

IIS compression is easy and makes a huge impact. I won't remember how to do it, but I will lookup on any web app I work on.
